These are features the staff control. When disabled you will not see any links or reference to them, however when they are enabled the "Subscribe" button will appear in the user information panel on the right side of the screen. The cash shop will appear in the navigation menu on the left side of the screen. You must be logged in for these to appear. Before making any purchases please read our Terms of Use, located here.

Looking at the Server Status page you will see information for Purchase Allowed Level. What this means is that you will need to reach that level at least once in order for the subscription and cash shop links to appear. This is account bound so even if you reach the required level once, delete your character and start over, those links will still be available to you.

I know this would cause confusion for some people so I wanted to clear it up now.
